The importance and necessity of the activity of incubators in the university environment and the creation of start-ups play an important role: in the formation of entrepreneurial skills and their involvement in various activities for both teachers and students and in the knowledge-based economy. The purpose of the study is to evaluate the impact of business incubators located in universities on the development of students´ and teaching staff´s entrepreneurial skills and competences. To achieve the goal, the questionnaire was developed for the teaching staff of higher education institutions, who work within the faculties with orientation in the following general fields of study: economic sciences, social and behavioral sciences, educational sciences, etc. The questionnaire was built using the complex method, which includes the questioning and observation. Likewise, the case study method was used, which allowed us to reflect the real and concrete situation within the studied university and the aspects mentioned in the research are not reflected in specialized literature. The analysis of the results of the survey of teachers in higher education regarding the perception of the creation of university incubators and the entrepreneurial skills of students within universities, and the needs of the activity of the university incubator in the framework of entrepreneurial education in order to train the skills and competencies of future entrepreneurs and those mentioned in the study determined the economic-social impact by concluding and emphasizing some important aspects to restore both the economic situation and to involve the teaching staff in the formation and activity of the Entrepreneurial University through the innovation incubator and their support.
