Airports face persistent capacity constraints and increasing delays. This study introduces a behavioural framework for demand management that integrates airport and airline preferences with principles from Prospect Theory. By incorporating concepts from behavioural economics—such as loss aversion, reference dependence, and non-linear probability weighting—into choice architectures, we explore how adaptive decision environments can influence airline scheduling and demand distribution. A practical example illustrates the applicability of the proposed methodology. Results suggest that behavioural interventions can sustain economically viable schedules while maximising total prospect value. Digital Pakistan is a pivotal move towards bridging the gap between old bureaucratic methods and new ones, offering a technologically advanced, modernized form of administration for the masses. This paper will critically analyze the initiative’s effects on the delivery of social services to the population through a methodical SWOT analysis, highlighting existing shortcomings, such as insufficient infrastructure and the digital divide, that limit access for all. Based on a qualitative study using secondary data (2018–2024), it was found that although the adoption of more than 40 e-governance solutions and the Digital Pakistan Hub has led to an increase in transparency and responsiveness of the administration, there still remain great threats, such as security breaches in the cyber-sphere and a 67 percent gender gap in access to the Internet. The findings emphasize that although digital tools have helped ease bureaucracy, they are not very effective because of unequal digital literacy. This means that the paper advocates inclusive policymaking that focuses on boosting digital equity and infrastructural resilience to achieve sustainable public-sector reforms. At present, China’s cultural tourism industry is in a critical period of transformation and upgrading. Cultural tourism consumption has shifted from simple sightseeing to a new stage focusing on cultural experience, local characteristics and personalized leisure. High-quality cultural tourism content is not only the core support for attracting tourists and building local cultural tourism brands, but also an important carrier for inheriting regional historical context and activating intangible cultural heritage and folk custom resources. The traditional model of cultural tourism content creation relies mostly on manual planning, copywriting and offline production, which is time-consuming, costly and prone to solidification. Objective: To summarize the practice experience of government purchase services in the patriotic health movement in my country, and analyze the deficiencies of the new era, with the aim of providing reference. This study examines the impact of human resource management (HRM) on the evaluation of administrative staff performance in Saudi universities. It explores key HRM functions, including recruitment, training, incentives, and performance assessment, and their role in enhancing employee efficiency. A descriptive survey method was employed, collecting data from 294 HR employees in public Saudi universities. Statistical analysis using SPSS and Smart PLS software revealed that HRM practices significantly influence performance evaluation, with modern evaluation standards improving efficiency.
